Saskatchewan Construction Industry Welcomes Government’s Move to Reduce Regulatory Burden in Building Code

The Construction Association of Saskatchewan (CASK) applauds the Government of Saskatchewan’s decision to revert to Tier 1 energy-efficiency standards under the National Building Code, reducing regulatory barriers that have contributed to rising construction costs.

A Step Toward More Affordable and Productive Construction
This move aligns with broader efforts to stimulate construction activity and address the province’s growing housing and infrastructure needs. Regulation has been one of many factors driving up construction costs, and this decision is a welcome step toward affordability and economic growth.

However, while this is a positive development, more work remains. Municipalities should take this opportunity to review their own regulations and reduce discretionary barriers that slow down development. Too often, municipal approvals add unnecessary delays and costs that hinder progress. Design professionals—licensed engineers and architects—should be the final authority on code compliance, rather than being subject to interpretations by non-licensed officials that can disrupt projects and deter investment.

Quality and Safety Will Remain High
The Saskatchewan construction industry has long prioritized high standards, often exceeding regulatory minimums based on best practices developed over decades. Moving to Tier 1 does not mean a decline in quality rather, it allows professionals the flexibility to deliver the best possible projects without excessive regulatory burden and escalated costs.

Encouraging Further Action on Red Tape Reduction
While this is an important first step, there is more work to be done. CASK encourages the Government of Saskatchewan to continue looking at ways to reduce barriers to construction, development, and investment. Removing unnecessary regulations will allow our industry to remain competitive, efficient, and productive, creating a stronger future for Saskatchewan.
