DECONSTRUCTING 2026-27 BUDGET: ONE OF THE LARGEST CAPITAL BUDGETS AMID GLOBAL UNCERTAINTY AND TRADE WARS

SASKATOON, SK — Construction Association of Saskatchewan recognizes the sustained infrastructure investment by the government, even in the face of fiscal challenges. The Construction Association of Saskatchewan (CASK) has reviewed the Government of Saskatchewan’s 2026–27 provincial budget, tabled today by the Finance Minister Hon. Jim Reiter, and offers the following response on behalf of our members across Saskatchewan’s ICI construction industry.
“Today’s budget reflects the fiscal reality Saskatchewan shares with every other province right now,” said Shannon Friesen, President & CEO of the Construction Association of Saskatchewan. “Amid ongoing global cost pressures, including shifting trade dynamics and volatility in energy prices, what matters most to our members is the government’s continued commitment to capital infrastructure investment. We are encouraged to see that commitment reflected once again in this year’s budget.”
The 2026–27 budget allocates $4.3B toward the provincial capital budget, including investments in critical public infrastructure including but not limited to health care facilities, schools and Crown utility infrastructure. CASK appreciates and supports the sustained and continuous strategic infrastructure spending which supports construction employment and long-term economic resilience across Saskatchewan’s communities.
CASK acknowledges that our industry continues to navigate its own pressures, including workforce availability, materials costs influenced by ongoing U.S.-Canada trade tensions, and project delivery timelines. The association looks forward to a continued dialogue with the province on procurement practices and workforce development as the 2026–27 capital program gets underway.
Protecting Saskatchewan is about more than today. It is about ensuring our province remains strong and competitive for years to come. Investments in infrastructure are key to that long term success, and we look forward to continued collaboration with the Ministry of SaskBuilds and Procurement in building Saskatchewan.
