Big win for Saskatchewan’s Construction Industry

Regina, SK — June 1, 2026 — The Construction Association of Saskatchewan (CASK) is welcoming a series of important contract and procurement reforms announced by the Government of Saskatchewan, following sustained engagement and feedback from the province’s construction industry.

The changes, introduced by the Ministry of SaskBuilds and Procurement, address several long-standing concerns raised by contractors and industry stakeholders regarding fairness, risk allocation, and clarity in public procurement processes.

“These changes demonstrate what is possible when industry and government work together in good faith to address real challenges on the ground. Contractors have been clear and consistent in their feedback, and we appreciate that it has been heard and acted upon,” said Shannon Friesen, President & CEO.

Director of Public Affairs and Communications Kamel Shazad added that the reforms represent a strong example of advocacy delivering tangible results for members across the province.

“This is a significant win for Saskatchewan’s construction industry. For too long, contractors have raised consistent concerns around fairness, uncertainty, and risk allocation in public procurement. These changes directly respond to those issues and demonstrate the value of a united industry voice.”

Key Changes Announced

The Government of Saskatchewan has introduced updates in the following areas:

  • Improved provisions for unforeseen subsurface and site conditions, including fair cost and schedule relief
  • Clear accountability for owner-caused delays, including entitlement to extensions and reasonable cost recovery
  • Updated energy performance requirements based on certified modelling and commissioning, rather than operational guarantees
  • Removal of “under protest” language in change directives to reduce ambiguity
  • Balanced notice of claims provisions with extended timelines and reduced risk of automatic claim forfeiture
  • Early release of bid bonds for proponents not in leading competition positions
  • Introduction of quarterly tender planning to improve transparency and industry forecasting

A Constructive Step Forward

CASK notes that these changes reflect many of the key issues raised by members through ongoing consultations and advocacy efforts. While further improvements remain necessary, the Association views this announcement as a positive and meaningful step toward a more predictable and competitive procurement environment in Saskatchewan.
